FA 3.1 – Research and Development Support

HM1572-08-C-0001: SSI conducts analysis and evaluation of data storage and networking technologies and systems for the National Geospatial Intelligence Agency (NGA) to enhance the agency’s ability to deliver critical geospatial intelligence products to warfighters in an effective, efficient, and economical manner. This includes laboratory testing of new systems and subsystems for inclusion into the overall enterprise architecture. 

N65236-10-D-3812: Chugach provides electronic, environmental and mechanical engineering support to the Enterprise Land Mobile Radio (ELMR) system.  Chugach provides structural analysis on the individual sites prior to installation.  Environmental considerations on each site are also reviewed.  Chugach designed the installation of the site at Naval Station Norfolk.

N65236-10-D-6830: Chugach provides engineering support to the ELMR system. These efforts include system and subsystem assessments on each installed site throughout the US, specifically system RF and power designs.  

FA 3.2 – Engineering, System Engineering and Process Engineering Support

SP4701-09-F-0029: SSI currently supports the Defense Logistics Agency Data (DLA) Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. This includes the evaluation of new network storage systems and components for possible inclusion in the enterprise network storage architecture. 

HM1572-08-C-0001: SSI, as a subcontractor to Accenture Federal Services, currently supports the National Geospatial-Intelligence Agency (NGA), providing network engineering, data storage management and engineering, system architecture services, project management, information assurance vulnerability management and IAVA compliance, and system administration services. SSI conducts various hardware and software evaluations of new systems and components for the possible inclusion into the overall enterprise network architecture.  

N65236-10-D-3812: Chugach provides electronic engineering support to the Hydra wireless communication system.  Chugach provides RF analysis of the radio spectrum of both systems.  This analysis includes modeling the RF antenna installation, measuring cable performance and verifying the installation will perform within systems specifications. 

N65236-10-D-6830: Chugach provides computer engineering support to the Program Office (PEO Carriers) on all installed carrier networks. Chugach performs oversight to ensure acceptable engineering practices are observed, designs and evaluates all network alterations, software engineering in support of integration COTS equipment and interoperability testing on the installed networks.

N68335-10-C-0142: Chugach provides engineering support in the integration and interface of several different COTS equipment into the Aviation Data Management and Control System (ADMACS) system.  This integration included evaluation of system alterations, verification of system configurations and identified interfaces, and ensuring it meets all of the technical requirements.

N65540-09-D-0004: Chugach provides the NSWC CD field representative with engineering services, manpower, and required technical supervisory, and field service support to modify designated shipboard equipment. This support includes modifications of new and existing equipment into new configurations. 

S09-103360: Chugach provides engineering and technical services required to support In-Service Engineering for developmental Ship Self Defense Systems (SSDS). PHD NWSC requires contractor support in the areas of systems engineering, test and evaluation, logistics, training and simulation and modeling for SSDS. 

FA 3.5 – System Design Documentation and Technical Data Support

SP4701-09-F-0029: SSI currently supports the Defense Logistics Agency Data (DLA) Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. This includes generating and updating system documentation for changes to the enterprise network storage architecture.

N68335-10-C-0142: Chugach prepares, updates and completes and completes several documents for the ADMACS effort to include but not be limited to the following: Program Management Plan, System Plan of Action and Milestones (POA&M) plans for each system, Configuration Management Plan, Preliminary Engineering Change Proposals (ECPs), and a Quality Assurance Plan.    

S09-103360: Chugach provided management and coordination efforts of contractor resources to optimize support to the fleet through PHD NSWC.  Documenting configuration changes and modifications for each Navy unit is critical in supporting the Navy Interior Communications (NAVSEA 05H31, SPAWARSYSCEN and NSWC PHD, Code S05). Chugach also submitted the required Condition Discrepancy Reports (CDRs) via the IMO Database within 48 hours of discovery of any discrepancy.  Include was a description of the discrepancy, an assessment of its impact on the installation, recommended corrective action, and an estimate of the cost to correct.

N65236-10-D-3812: Chugach provides technical support and data documentation for integration and installation. The major portion of this effort is in drawing development for the video program.  It includes all aspects of the drawing process to include but not limited to systems installation and control drawings, system alteration drawings and 3D modeling.

N65236-10-D-6830: Chugach provides technical support and data documentation to the SSA and ISEA of the ROTHR system. This effort includes ILS documentation support to the ISEA.  Chugach also provides the SSA with technical manual updates and corrections to include all system ECPs into the technical manuals.

N00178-05-C-2021: Chugach provides all system technical documentation services to the AEGIS CSCS domain in support of Aegis Weapons System (AWS). 

N00178-05-D-4240: Chugach provides all system technical documentation services to the IWSL domain in support of AWS. 

FA 3.6 – Software Engineering, Development, Programming, and Network Support

SP4701-09-F-0029: SSI currently supports the Defense Logistics Agency Data (DLA) Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. SSI performs all software configuration and maintenance on the NetBackup Enterprise Server, HSM, Enterprise Vault, and Storage Foundation Software solutions. 

HM1572-08-C-0001: SSI, as a subcontractor to Accenture Federal Services, currently supports the National Geospatial-Intelligence Agency (NGA), providing network engineering, data storage management and engineering, system architecture services, project management, information assurance vulnerability management and IAVA compliance, and system administration services. This includes software maintenance for all supported systems, including scripting, testing and deploying software updates.

N00178-04-D-4026 EH03: SSI, as a subcontractor to CACI, supported Naval Sea Systems Command (NAVSEA) NEMAIS data center by providing UNIX system administration with subject matter expertise in IBM AIX to support over 130 data center servers.  SSI acted as the data center resident expert on the IBM AIX operating system ensuring that all NEMAIS data center servers were optimally tuned for peak performance, configured in accordance with DOD standard configurations for security (STIGs), and that all operating system and application patches were applied in accordance with the DOD CERT Information Assurance Vulnerability Alert (IAVA) directives. 

VA798A-11-F-0941: SSI provided storage network systems O&M services for Veterans Integrated Service Network (VISN) 4 based in Pittsburgh, PA.  SSI performed software configuration and maintenance on the EMC Celera SAN/NAS data storage network with AVAMAR de-duplication.  

 N00178-05-C-2021: Chugach provides all engineering services to the IWSL Computer Program Production, Program Generation and Program Test commercial systems environment in support of AWS.

N65236-10-D-6830: Chugach provides software engineering, programming support and a variety of the other support. Chugach is SPAWAR’s Embarkable Staff Integration Team (ESIT) that provides shore based staff with integration to the carrier networks. The ESIT team has developed several software tools that allow them to smoothly integrate the two systems with varying requirements and varying COTs equipment.

N68335-10-C-0142: Chugach provides ADMACS with software engineering and network support.  Chugach performs individual tests on all system hardware products and then integration and testing of all of the procured COTs equipment.  Chugach also performs the final system integration testing which includes both hardware and system software interactivity.    

FA 3.10 – Configuration Management (CM) Support

SP4701-09-F-0029: SSI currently supports the Defense Logistics Agency Data (DLA) Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. This includes configuration management for all network storage devices and systems.

N65236-10-D-6830: Chugach prepares and reviews ECPs as well as related documentation such as Specification Change Notices (SCNs), Notices of Revision (NORs), drawing changes, ECP Transition Decisions and Technical Manual changes. Chugach participates in CCRB and CCB meetings and maintains the ROTHR “A” Specification.  This requires review of classified (confidential) information. Chugach also maintains the ROTHR Configuration Management Plan. Chugach assists with reviews of engineering drawing package submittals and participates in configuration audits as required. Other tasks include preparing field change kits and field change documentation; conducting inventories, maintaining an automated ECP tracking system and an engineering drawing database.  Chugach prepares ECP Tracking Reports and Drawing Database Reports.

FA 3.11 – Quality Assurance (QA) Support

N68335-10-C-0142: Chugach maintains a Quality Assurance Program that meets the levels of quality system management and performance of ISO 9001:2000, or AS9100, or functional equivalent for quality assurance in design/development, production, installation, and servicing, with AS9100 being preferred.  

N65540-09-D-0004: Chugach developed a QA Workbook to be maintained and updated on-site. This workbook is used to keep an in-process record of Quality Control Inspections and be provided to NSWC CD for review, thirty (30) days prior to start of installation. 

2440-012CHM: Chugach provides monitoring and assures installation, repair and product quality in the following areas: manufacturing processes, to ensure that the product is produced to, and meets the contract’s technical requirements; drawings, specifications, and engineering changes, to ensure that manufacturing methods and operations meet the contractor’s technical requirements; fabrication and delivery of products, to ensure those only conforming products are tendered to the Government.

FA 3.12 – Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support

SP4701-09-F-0029: SSI currently supports the Defense Logistics Agency Data (DLA) Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. This includes response to information assurance incidents and providing technical IT support at the Tier 2 level.

VA798A-11-F-0941: SSI provided storage network systems O&M services for Veterans Integrated Service Network (VISN) 4 based in Pittsburgh, PA.  SSI provided day-to-day maintenance of the EMC Celera, AVAMAR and associated directors and switches. SSI also regularly provided assistance to VISN-4 system administrators with escalation of data backup and recovery issues.   

N00178-05-C-2021: Chugach provides full scale IT service to the IWSL.  Chugach personnel installed more than 1000 servers of various types (i.e. DELL, Compaq, HP, Sun, VAX, ConCurrent) and installed, configured and administer many Operating Systems (i.e. HPUX, Unix, Linux, Windows, Solaris) and the associated applications.

FA 3.14 – Interoperability, Test and Evaluation, Trials Support

HM1572-08-C-0001: SSI, as a subcontractor to Accenture Federal Services, currently supports the NGA, providing network engineering, data storage management and engineering, system architecture services, project management, information assurance vulnerability management and IAVA compliance, and system administration services. This includes software maintenance for all supported systems, including scripting, testing and deploying software updates. Much of this effort supports other agencies within the IC, which requires interoperability testing and evaluation prior to migration of new systems into the NGA data center.

N68335-10-C-0142: Chugach utilizes the Acceptance Test Procedure (ATP) / Report which will be used to validate the assembly and integration of the ADMACS Block 2 system as a whole.  The procedure has an area after each test indicating a Pass or Failure result of that particular test including software license quantities and versions.  Successful results of this testing, which is conducted at the NAVAIR Lakehurst API Lab following re-assembly of each system, is the acceptance criteria for the Navy’s acceptance of the delivered system.  This Acceptance Test Procedure / Report is used for acceptance of all ADMACS Block 2 delivered systems.

S09-103360: Chugach provides ILS support to NSWC PHD Project Engineer in support of SSDS Spares Procurement support.  Chugach provides transaction based tracking, Commercial Asset Visibility tracking and inventory management support.  Inventory accuracy is maintained at 100%, with requisition-processing time less than 24 hours. Chugach also provides warehouse operations support to include shipping and receiving, inventory management, tagging and labeling, database maintenance and process improvement. Chugach provides technical support to resolve SSDS Spares Procurement support CASREPs and return systems to an operational status as well as procuring materials in support of SSDS Spares Procurement support functions.

Chugach also provides warehouse operations support to include shipping and receiving, inventory management, tagging and labeling, database maintenance and process improvement. N65236-10-D-6830: Chugach provides systems logistical support to the NTCSS Performance Based Logistics program.  Chugach provides field engineering and technical Support testing, repairing and maintaining NTCSS equipment at SPAWAR NORFOLK St Juliens Creek Annex, Life Cycle Support Facility (LCSF).

N65540-09-D-0004: Chugach provides storage for Government Furnished Material (GFM), including installation check out spares, as determined by the Government and provided for in the applicable installation documentation. Chugach also provides for the transportation of material between the contractor's storage facility and ship. They maintain identity of all items of material associated with the ship using DD form 1149’s. Chugach also maintains and updates a database detailing status of material. This status includes material nomenclature, part number, quantity, location, installed date and person issued the material.       

N00178-05-C-2021: Chugach provides a complete range and scope of technical services for acquisition support for the Tomahawk program.  

FA 3.18 – Training Support

SP4701-09-F-0029: SSI currently supports the DLA Center in Philadelphia, PA with data storage management and architectural analysis and recommendations to DLA on enterprise data storage strategies. This includes providing knowledge transfer and hands-on training to government civilian team members for all network storage devices and systems. 

HM1572-08-C-0001: SSI, as a subcontractor to Accenture Federal Services, currently supports  NGA, providing network engineering, data storage management and engineering, system architecture services, project management, information assurance vulnerability management and IAVA compliance, and system administration services. This includes knowledge transfer and hands-on training for all network storage systems under SSI’s purview.

PO-7200007671: Chugach provides system technical training on the AWS system for troubleshooting and maintenance. This training includes how to troubleshoot installed COTs hardware, active directory, and network configurations. Additional shipboard training includes the day-to-day maintenance requirements and oversight of the AWS system. 

N65236-10-D-3812: Chugach provides system technical training on the Video Wall for troubleshooting and maintenance.  This training includes Video Wall setup, system alignment and system fault isolation. Chugach provides support to integrate C4I audio and video systems and components in 5 C4I training centers to include distance learning systems, audio and video projection systems, monitors, Video Teleconference, digital signage systems, touch panel control system, audio system, and infrastructure support to include the audio and video routing system.   It also provides step-by-step repair procedures for replacement to the lowest replaceable unit such as wall lamps.

N65236-10-D-6830: Chugach provides system technical training on the integrated network for troubleshooting and maintenance. This training includes how to troubleshoot installed COTS hardware, active directory, and network configurations. Additional shipboard training includes the day-to-day maintenance requirements and oversight of the integrated networks. 

FA 3.19 – In-Service Engineering, Fleet Introduction, Installation and Checkout Support

S09-103360: Chugach provides engineering, maintenance, and technical support to in-service systems for our customer. This support includes but is not limited to ILS documentation and engineering support to document proposed and installed ISEA systems such as SSDS, as well as supplying the ISEA with technical support to diagnose, troubleshoot and repair ISEA systems such as SDSS. Chugach participates in the support system as required for trouble calls in support of ISEA systems.

N65236-10-D-3812: Chugach provides engineering, maintenance, and technical support to in-service systems for our customer. This support includes but is not limited to ILS documentation and engineering support to document proposed and installed ISEA systems such as Video Information Display System (VIDS), SVDS, and BAWDS. As well as supplying the ISEA with technical support to diagnose, troubleshoot and repair ISEA systems such as VIDS, SVDS, and BAWDS. Chugach will participate in the REMEDY HELPDESK support system as required for trouble calls in support of ISEA systems.

N65236-10-D-6830: Chugach provides ISEA support for the ROTHR system.  The support includes ROTHR Beacon technical assists, system Configuration Management, Logistics support, Documentation Review, testing oversight and Reliability and Failure response reporting. 

N00178-05-D-4240: Chugach provides ISEA support for the AWS system.  The support includes technical assists, system configuration management, and logistics support, documentation review, testing oversight and reliability and failure response reporting.

N65540-09-D-0004: Chugach provides NSWC Carderock with Fleet Installation and Checkout services.  These services include senior subject matter experts, lead installation technicians, Installation support teams to install, test, and check-out the ISCS system on tow MHC ships being modernized for the FMS program. 

FA 3.20 – Program Support

N65236-10-D-3812: Chugach provides acquisition program management, planning support, and management team leader for the Hydra/ELMR wireless communication system. 

N65236-10-D-6830: Chugach provides PMW 160.3 with engineering support related to design, engineering and system integration in support of ISNS, CANES, and C4I Networks Afloat. These services include support for all Ship Conversion, Navy (SCN) CVN ISNS, CANES, CENTRIXS, C4I Networks Afloat, and SCI Networks systems and related projects, coordination support for Government Furnished Information (GFI) for SCN CVN ISNS, CANES and C4I Networks Afloat, and to draft responses to Government Furnished Information (GFI) and Government Furnished Equipment (GFE) for SCN CVN ISNS, CANES and C4I Networks Afloat action items as assigned.

FA 3.21 – Functional and Administrative Support

This support includes coordination of meetings, preparing government estimates, developing agendas, preparing minutes, tracking action items and assisting in the preparation of contract actions items.

N65236-10-D-3812: Chugach provides administrative support to the Video Information Display System program and SPAWAR support functions. This support includes coordination of meetings, preparing government estimates, developing agendas, preparing minutes, tracking action items and assisting in the preparation of contract actions items.

N65236-10-D-6830: Chugach provides clerical and administrative support to SPAWAR Contracts.  This support includes compiling of data for entry into various software, administrative review, and quality control of all input. Chugach reviews procurement documents for compliance with procedures, policies, and regulations.  Ensures all required forms and signatures are included and blanks completed. Chugach assists in preparing contract modifications and delivery orders. Chugach maintains control files, correspondence, and ledgers for all IDIQ/CPFF/T&M basic contracts.
